Breathing Problems and Septocaine/Lidocaine

Question:

Is it safe for someone, trached and ventilator dependent when asleep, to receive these drugs? My child has Central Congenital Hypoventilation Syndrome(CCHS), does not breathe at all when asleep and needs dental work.
