There are several symptoms you are describing in this question. First, a cough which can be caused by many things. A chronic or persistent cough should prompt a doctor visit to discuss nasal symptoms (drainage into your throat), heartburn or reflux, voice problems or respiratory problems. Second, you mention shortness of breath. Often this can be a sign of asthma or other respiratory trouble. If cough and shortness of breath are present, you should seek medical attention, this can be a sign of infection (pneumonia), asthma, sleep apnea, vocal cord problems or other serious conditions.
